OCCUPATIONAL SUMMARY:
The Contracts Manager is responsible for protecting the company’s business standing, reputation and best interests as it relates to contract management and compliance. The position oversees the contracts administration functions within the company. In this capacity, the manager will be responsible for the development of bid strategy, the assessment and mitigation of risk, and the review and submission of competitive business proposals. Work closely with the program managers as well as the business development, finance, and project control organizations to secure new business, ensure customer satisfaction and to deliver outstanding performance to our customers.
TYPICAL DUTIES:
- Supervises the activity of entry to mid-level contract professionals in review and preparation of routine contract documents for proposals, bids, and contract modifications.
- Reviews complex solicitations and prepares response for proposals, bids, and contract modifications. Also may prepare complex requests for proposals.
- Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
- Provides contractual guidance to business team members for Statement of Work compliance.
- Manages contract change control process.
- Develops negotiation strategy and leads negotiation team on complex contractual issues.
- Analyzes new law, regulation and contract trends for potential impact on business.
- Focal point for all communication of contract issues and disputes.
- Participates in new business pursuit and associated contract strategy.
- Assists in identification, development and implementation of contract policy and processes.
- Trains and develops subordinate contract professionals to assume more complex contract activity.
REQUISITE SKILLS:
- Ability to establish and implement departmental goals and objectives.
- Demonstrated success in leading and developing contracts professionals.
- Ability to develop and maintain excellent customer relations.
- Proven ability to create and negotiate complex business agreements.
- Lead negotiations on new business opportunities and proposals.
- Excellent written and verbal communication skills.
- Uncompromising ethics.
- Experience in developing synergy and process improvements across functions and throughout the corporation.
- Comprehensive knowledge of all relevant regulations (ex. FAR, DFAR, ITAR, EAR etc.).
- Must have excellent analytical, strategic and reasoning skills as well as the ability to create and communicate logic behind complex business models and solutions.
- Good presentation, leadership and team-building skills.
- Ability to work in a fast paced team environment where critical and very tight schedules are common and must be met with quality results.
- Ability to function efficiently in an electronic environment.
- Must be able to secure US Government security clearance.
EDUCATION & EXPERIENCE:
Experience: 7 - 10 years of contracts management experience within Defense Industry, U.S. Government, International and domestic commercial contracting. Certification such as a CFCM or other industry recognized certification is required.
Education: Bachelor’s Degree in Business. MBA or related advance degree is highly desirable.
