Senior Analyst - Washington DC
 

OCCUPATIONAL SUMMARY:

Serve as a Training and Education Specialist and Research Analyst for Navy Education and Training programs.  This position supports CNO (N12) and is located at the Navy Annex in Washington DC.

TYPICAL DUTIES:

  • Conduct quantitative analyses and program assessments
  • Assist in the formulation and conduct of program evaluations
  • Develop performance metrics, data collection designs, analysis methodology, and recommend business process improvements and efficiencies
  • Perform return-on-investment (ROI) analyses
  • Prepare planning, programming and budget inputs for CNO (N12) PPBES actions
  • Compile and analyze data to formulate quantitavely-based decision options
  • Evaluate and assess Individual’s Account (IA) programming functions in conjunction with PERS-4 PMO and N122 Manpower for Enterprise component command execution
  • Coordinate major systems acquisition processes with affected Enterprises and N125 to ensure the seamless transition of training support elements through the NTSP process prior to weapons systems IOC
  • Liaison and coordinate with PERS-4 Officer and Enlisted Community Managers and NETC staff with development of training and education policy and strategy
  • Prepare monthly reports of activities

REQUISITE SKILLS:

  • Formerly JPME qualified individual that understands the Joint Training Environment is highly preferred
  • Must be able to plan and execute complex tasks and projects relevant to subject matter
  • Must be able to define analytical methods and perform studies and analyses on Navy training
  • Must be able to reduce issues to practical recommended options
  • Must be able to lead the efforts of others
  • Must possess or be able to acquire a Government SECRET security clearance

EDUCATION & EXPERIENCE:

Education - Master’s degree in mathematics, engineering, business, education, psychology or other disciplines, or equivalent additional experience.

Specific Experience – Eight years experience in a relevant discipline or area of expertise. Must understand Navy Education and Training program requirements, development of Navy Education and Training program policies, goals and objectives, analysis and development of PPBES issues, Capability Plans, Sponsor Capability Plans and Sponsor Program Proposals.
